  Walther Specht, Chairman
      Walther Specht is Professor at the Department of Education at the University of Tübingen, Germany. He has held academic and directorial posts at the university of Applied Science, Esslingen, Faculty of Social Work; the Diakonia Württemberg in Stuttgart and also in Stuttgart at The Social Welfare Organization of the Protestant Church in Germany. Before this he had worked in a variety of community-based delinquency prevention, educational and street work programs throughout Germany. In addition to his over 40 years of work with youth programs throughout Europe, his interest in furthering local community outreach programs for troubled youth populations has taken him to Africa, South America, the major cities of North America, the countries of the former Soviet Union, and most recently to China. Prof. Specht has been Director and Chair of the International Society for Mobile Youth Work (ISMO) since 1992. He has served as a board member of the German Society of Private and Public Welfare, the European Federation for Diaconia (Belgium), and the German Forum of Crime Prevention; as Board Member of the European Network on Street Children Worldwide (Brussels); as spokesman for the National Anti-Poverty Network (Germany) and was awarded the Federal Cross of Merit by the German Ministry of Labor and Social Affairs (Berlin). In addition to the University of Tübingen, he has lectured in the field of Mobile Youth Work at the Protestant University of Applied Sciences, Reutlingen; the University of Oldenburg; at the Universities of Krasnoyarsk and Omsk in Siberia and at the Moscow Social University (RGSU). In the last decades, he has devoted much of his professional activity to presenting ISMO conferences and seminars around the world. He has written widely for social policy, professional youth-work and social-services journals, and has edited and published 15 books, including the most recent Mobile Youth Work in the Global Context: Reaching the Unreachable.
